Tds amount not show in 26as

My Uncle is a Railway Employee, The Amount of Tax is Deducted from his salary, My uncle collect Form 16 for the A.Y.2013-2014 from Eastern Railway. The amount of Rs.1670 is refund and Tax Rs. 3580 is shown under Form 16.
I want to file ITR to get refund but when i checked 26as there is no amount of Tax is show. A.Y. 2013-2014 is Nil.
So, pls help me what should i do..... can i file itr or not..?

It must be non filling of TDS return by the Railway department.check with the DDO for the details and get it done the return
