We have paid professional charges to foreign consultant from Ethopia for Rs. 35000/- , my question is whether this transaction is liable for TDS, and if yes then at what is the rate of TDS ? what is the procedure u/s 195 ?

You will have to see if there is any DTAA with taht country. OR Else you can deduct TDS @ 30.9% that is the rate of Income Tax.
