Hello every one, I just want to ask a question regarding the applicability of surcharge & edu.cess on TDS deducted is applicable from 1.04.09 or 1.10.09.for AY 2010-2011

No Surcharge and Cess on TDS on non salary payments made to resident tax payers (Changes effective from passing of Finance Bill i.e.19.8.09)
