X pvt ltd is doing development of plot and selling it. X pvt ltd first entered in agreement with owner for development of plot then sale that develop plot and pays back share of owner as agrees in agreement
is this service taxable.

Devlopment of plot is not taxable under service tax.
You please provide the detais of development, If any site levelling work etc is done in the name of development , It may be taxable under works contract.
