Dear sir,
whom should I complaint about S.A. tax paid was ignored while processing my ITR by CPC for the AY 2009-10 and they deducted my refund amount in AY 2011-12.
I complained with local ITO, he is saying he can not do anything.
I wrote mails to the CPC, nobody is responding.

if in A.y 2009-10, the return is filled online then you can file a rectification request available after login with pan number.
Select the option seeking rectification while ITR processing. Also check whether credit of self assessment shown in form 26as. if not then check in nsdl site the challan status, if not updated contact the bank where you paid the challan or write to nsdl.
