Please tell is education cess and surcharges applicable on TDS from 1-4-2010?

02 April 2010 Surcharge on TDS is applicable in case of payment to non resident company.

Education is applicable in case of payment to Non residents and TDS on salary.

In other cases, no surcharge and no education cess.
