While calculating Fixed Overheads Volume Variance(FOVV) why 'Budgeted hours on the basis of actual working days' is taken instead of Standard hours? is std hrs., and budgeted hrs different and how?

Standard hour and budgeted hour one of the same. based on standard only we will budget
