ST paid to Work Contractor by Builder ,Is CENVET allowed Against ST Payable By Builder as per Input Service Definition

Yes cenvat credit can be availed by builder against ST paid to works contractor.

It will fall under Rule 2(I) (i). You are referring to Rule 2(I) (ii) that is for manufacturer.
