can a CA who is not a whole practicing CA give his signature and certification on the certificate

he/she can't do that.
part time COP holder can not do certification on the certificate.

Issuing part time COP has been stopped by ICAI.... Hence now a CA can be either in full time practice or in corporate ....
Thus a person who does not have COP can not certify any document
