Is service tax exempt on services provided to foreign clients from india?

and as Anuj sahab said, yes the exemption is subject to fulfilment of conditions prescribed under Export of Service Rules.

Dear Colleagues you may take the example of Google & Facebook..whereas Google pay service tax & Facebook don't, Because Facebook has its office in India and Facebook export services.
