As per Cenvat credit rules:
"input service" means any service,-
used by a provider of taxable service for providing an output service
A builder is doing soil test for the purpose of doing construction on that particular land.
Hence directly or indirectly soil test (input service) is for the purpose of construction of building (output service).
So cenvat credit will be available.
