if the said services are provided to exempted entities such as govt, then no service tax liability, otherwise it is very much taxable.

This is regarding mega exemption notification, i could not interpret in the point mentioned "13(d)". where it is clearly mentioned services of repairs and maintenance are exempt to effluent treatment plant, but the clause of factory attached to it is a bit confusing please guide.
