can anyone please explain section 3(1)and 3(2) of tnvat act,2006.i am confused about the turnover limit whether it is 5,00,000/- or 10,00,0000/- many people say it is 10,00,000/- then what is the implication of section 3(1)

Total TO limit is 5 lac for casual trader or agent.
Total TO of sales and purchases is 10 Lac within state
Total TO of sales and purchases is 10 Lac within state
