Can we file FORM 20B 23AC ACA WITHOUT FILING INCOME TAX RETURN....

Yes you can file Form 20B, 23AC & 23ACA without filing income tax return. There is no requirement of filing income tax return prior to filing the said forms.
Moreover Form 23AC & 23ACA are for financial statements as per Companies Act and have got nothing to do with the Income Tax Act or the income tax return.
