28 February 2014 for a company having registered office at leased premises, is it necessary to provide lease agreement as proof or other proof such as electricity bill of premises is enough.??

28 February 2014 where it is leased property, you need to provide the lease agreement/NOC from the owner etc. bill is not sufficient.

28 February 2014 you can get a simple NOC from the landlord before the incorporation for ROC purposes. once the company is incorporated, you can sign the lease deed.
