when the revenue is to be recongised in the case of preference dividend and equity dividend.please explain the treatment un both cases

Dividend is to be recognised When Proposed & Passed as Per AS9.
But Still Many Book it on Receipt Basis.
Since This is Exempted Income, Till Date No Such Contradiction Made by Department.
