Can a CA file a tender at lower then minimum fees qouted. A CA has applied so in a tender and I am not able to find no notification or any clarification against it officially?

If the Area of Tender is Exclusive for ca than minimum Fee need to be quoted mandatory. in other area minimum fees not required to be quoted.
