Relating to GSTR-4 return filling

As per offline mode return format I understand that GSTR-4 requires filling of b2b purchase invoices. But previously as per rules it was mentioned that all b2b invoices will be auto populated based on return filling by normal taxpayer. My question to expert, is it true whether I have to file all invoices manually?

Current scenario,(after 23rd GST council meeting) You ll be file manually....

but sir one thing I want to clarify from you. if you see carefully in guidelines of offline mode of GSTR-4, b2b invoice for Q1 &Q3 mentioned that

No need to give details of purchase for Q2 & Q3

There is no need to give purchase details for Q2 and Q3 as per notification no 45 dated 13.10.2017 and also as per offline facility provided for GSTR-4.
