I m a transporter I have not won any vehicle and TDS shows u/s 194C
Can I file ITR u/s 44AD?

Even if you have hired the vehicle on hire purchase you shall be deemed to be the owner of the vehicle as per explanation to section 44AE and so you can show presumptive income from transport business u/s 44AE.
