Refund of it refund adjusted against earlier year demand

I have filed it return online for ay 12-13 and I demanded refund of excess tds deducted and I received a intimation regarding adjustment of refund against earlier years demand of which it returns were filed manually and actually there was refund in earlier year also but some tds deductions were not showing in 26as so AO raised demand manually which actually should no be there. So I want to know that is there any way of geting AY 12-13 adjuated amount as refund without going to AO?

As the return is manually filed, manual follow up is required.

Thanks for your response sir but that ao is not good person even tax professionals say it will take time as ao is lazy.
