in case of a govt. employee receiving salary arrears applying for a relief u/s 89 and filing an online return in ITR-1 will the form 10E will have to be submitted to banglore or will have to be submitted to the concerned A.O in respective ward in physical form
also is there any liability to submitt the same (form 10E) to the govt.?

No need to submit form 10E either to B'lore or to the jurisdictional officer unless called upon for scrutiny under a valid notice.
