Is RCM is applicable on legal services provided by advocates till 31/03/2017, i.e , is it required to pay tax on RCM basis for services of advocates?

RCM applicable on legal services.

Yes it is applicable. The exemption is applicable only for the reverse charge on goods or services received from unregistered persons. All other categories of RCM such as GTA, Advocates etc. will continue.
