Wether RCM applicable if Registered Person Pay Unregistered Tax Consulting Professional fee for receiving Tax Return Filing Services???

RCM is not applicable on such services as section 9(4) has been reintroduced w.e.f. 1.2.19 and Govt is yet to come out with specified registered tax payers and specified list of goods and services.
