A bangalore based company provides sporsorship services to organize an event in Bangalore to a foreign company. Will tax be paid on reverse charge in this? IGST or CGST/SGST will be paid on this?

Tax to be paid on reverse charge in this, CGST/SGST will be paid on this as place of supply will be the place where event held.

The recipient of service is a foreign company not having any establishment/office in India, and hence not registered also. Who will pay tax then? And what kind of invoice shall be issued?

The registered dealer who has to pay GST under reverse charge has to do self-invoicing for the purchases made. For Intra-state purchased CGST and SGST has to be paid under RCM by the purchaser.
