A client of ours is making a sale to a Government unit, which are asking for invoice without VAT as 'they don't pay VAT'. Is it true that sale to all Government units or certain Government units is to be made without charging VAT? If yes, what's the procedure for that (as in if there's any document we have to take from them.)

IT IS POSSIBLE TO SALE TO GOVT DEPTT. W/O VAT. BUT TODAY DATE MOSTLY GOVT DEPTT. COME CORPORTAION OR LTD SO THEY LOSS THEIR GOVT DEPTT. ENTITY.
AND GOVT DEPTT WILL ALSO ISSUE A FORM IN WHICH DECLARE THAT THEY ARE GOVT DEPTT AND USE GOODS FOR GOVT WORK PURPOSE.
PLS CONFIRM FROM THEIR SALES TAX DEPTT THAT ...... DEPTT IS GOVT DEPTT. OR NOT.
FOR EXAMPLE IN HARYANA ELELCRICITY DEPTT IS NOW NOT THE GOVT. DEPTT. THEY CAN NOT PURCHASES GOODS NO CONCESSIONAL RATE OF VAT.
