As per Section 24 of CGST Act,2017–
Notwithstanding anything contained in sub-section (1) of section 22, the following categories of persons shall be required to be registered under this Act,––
(i) persons making any inter-State taxable supply;
However Central Government vide Notification No. 10/2017 – Integrated Tax dated 13th October,2017 has exempted the persons making inter-State supplies of taxable SERVICES and having an aggregate turnover not exceeding an amount of Rs. 20 lakhs in a financial year from obtaining registration.

If your product is Handicraft goods, GST registration is exempt for inter-state supplies for turnover below 20 lakh (10 lakh for special category states) (Refer Notification No. 8/2017 - Integrated Tax dated 14.09.2017)
