in maharashtra, can dealer purchase against H form (from within maharashtra) and sale same goods immediately against H form to customer (again within maharashtra)?
i dont thikn so, any thoughts?

I think not if he export the Same directly then purchases against H-form possible. If he sale it again in Maharashtra then VAT is chargable.

Form H Is used when one purchase to export the same... so if one is selling within the state... Vat wil b charge for both transactions... once when he purchased and once when he sold it

in your case you also not eligible to issue form H, as you are not exporting goods, you selling the goods within India.
