Provision of roc fees

ROC Fees to be paid in the month of October 2016 for the financial year 2015-16 [ Year ending March 16 Ay 2016-17 ]. Now at this moment of time can we make provision of ROC Fees as on 31st March 2016. Whether it will be allowed ?
