If a service provided by any person instead of his payment due ..is that taxable under service tax?

Thank You sir,..Just one more Doubt..Mr. A ,service provider raised invoice for 20000 + service tax 2800(14%)...but customer gave him 2100 as full settlement..Then what will the amount of tax ?

Give credit note for the difference and pay service tax on amount received.
