can any one plz tell whether filing of non taxable file after assessment year(,ie.belated return,) is subject to penalty u/s.271 f.

You mean to say that the income is nontaxable or falls below the taxable limit.if the income is lower than the taxable limit then the filing of self assessed return is not mandatory u/s 139 of the income tax act.hence penalty will not be attracted.
