Is it necessary to pay interest to partner in case of loss

that is governed by the terms and conditions of partnership deed.

but interest is payble only out of prfoits or in case of loss we can pay interest

it is as per mutually agreed terms and conditions of the partners. It is not a function of profit and/or loss.... but in some cases, the partners may mutually agree that the interest may be paid out of profit only....
