can minor apply for the pan card?

Yes minor can have a PAN card but he will have an represented by a representative assessee as stipulated in Sec 160 of the Income Tax Act 1961.
In such case Proof of Identity and Proof of address of representative assessee will have to be given and the PAN application form will also be signed by representative assessee i.e Father or Mother of the Child.
