Online cit appeals

Since last one year online Appeal has to be filed. However, CIT Appeals are saying that there is no instructions from CBDT to take up online filed appeals for hearing. Please Clarify on this

Show him the circular of CBDT which is binding on all income tax officers. Online appeal filing has already been enabled in tax payer's login on income tax efiling website.
