Is service tax required to be paid on transportation service used in export of goods,if yes who would pay & whether it can be claimed as refund

Service in this catagory can also be exported and there is a provision of exemption from service tax. In case service tax is paid , there is a provision for claiming the refund.

Please check up not 18 & 19/2009 wherein the exemption is there for some cases [ subject to conditions] Refund also would be available under the same notification or under Rule 5 of the Cenvat Credit Rules.
