Notice received for non filing of return

13 August 2015 I have received a notice from Income Tax Department stating that I have not filed the income tax return for f.y. 2012-13. TDS in interest is shown in 26AS and Salary Income is also shown. Although there was no TDS. I have never filed Income Tax Return before as Total income is not above Basic Exemption Limit. So how should i comply with the requirement and if I select Other option in complience tab then can i mention that Return is not filed as total income in below basic expemption limit????
