I will be by order of the Board and not by on behalf of the Board.
Generally the notice is approved by Board and someone is authorised by Board to send the notice by signing the same as per order of the Board. it can be any person who will sign the notice. It may be CS/Director/MD/Manager.

Thanks Ajay. Agreed regarding CS / Manager. But how can a director be ordered by the Board? He would sign it on behalf.. right?
Board of Directors is a group of Directors so at the meeting they can order to sign the Notice. The authorised director will not take it otherwise sense.
It is generally authorised by the Board but the term is used "By order of the Board".
