Non-Receipt of PE II Passing Certificate

I have Passed PE II in May-2010. But still I have not received my PE II passing certificate if I asked Institute Officials there not responding correctly so what I do plz reply

Write a letter to the Secretary Examination, Noida Office with a copy to the Secretary of ICAI
