Dear Sir I forgot to file of Our 5 client's GSTR1 for 17-18 and 18-19 (because there is no sales all GSTR-1 is nil).
is there any way to avoid penalty??

No way to avoid penalty. if do not want to file it with penalty leave it as deemed to have been filed.
