Company Has been Incorporated in Dec 2014 And from that time Compliance of Company Has been fulfilled as there was no work done by company . and now he wants to complete all compliances , can he do so , and what will be the penalty , and is there any other way to overcome it

yes, it can be done. Be in touch with some practicing company secretary for the exact charges of filing, late payment and penalty
