Non charging of service tax

One of my client has done a consultancy service of Rs 60 lacs he has to raise a bill he is not registered under service tax can he raise a bill without charging service tax and if he does so what will be the implications kindly revert thanks

he should have registered with service tax dear... else he wil have to bear a huge penalty....
