Please tell me what is the process to taking new registration in delhi vat & central also and which form and documents require for.

You have to file an application in form DVAT 04. It further requires some documents to be attached for proof of residence ,photos,etc It can be done on line also. Open up the web site of your commercial tax dept and do as asked for.
For CST registration Form 'A' is to be filled....
