Need someone to help us get form 38 and Form C

I have submitted documents for obtaining Form 38 and Form C.However my tax advocate has not been able to get the Form 38 and Form C issued after a week.
The advocate tells me the Babu is not available or sahab not available every day.
I am talking about ghaziabad sales tax office.Why is situation so bad in UP?Not sure if its the same in other states.
Any advocate in a better situation to help us out.I have recently acquired TIN number for my business and need to buy goods from delhi to sell in UP.
Please respond.
