there is no concept of late fees in IPCE registration.
You ought to have taken registration in order to complete 8 months of studies (in case of CPT route) or 9 months of articleship (under direct entry route) as on 1 November 2014. These conditions are mandatory and no relief if provided in this respect.

i am complete my graduation and after graduation ,registering ca Ipcc. last date of restered ipcc is 28 feb 14 bt iam late. my DD is ready so please tell me can i registered with late fee. if yes please tell me the last date of registration with late fee.

I believe for Direct entry, you need to complete 9 months of articleship as on 1 November 2014 to be eligible for Nov 14 attempt. For that you should have started articleship on 1 February 2014. So I dont think you are eligible for November 14 attempt.

yes you can register anytime...any day..anywhere...just that to be eligible for writing IPCC exams, you need to complete atleast 9 months of articleship as on the 1 first day of the month in which exams are held.
