I worked for A IT company from Apr 2011- Aug 2011. I have NOT claimed my medical benefits from A company. Now I joined new company B.
I have bills worth of Rs 15000, How I can claim medical benefits Rs 15000 from the new company

Still you have 4 complete months in your hand. I do not wish medicines and doctors to you for just claiming the medical reimbursement.
However, you may get certain medical bills for the remaining part of the year and can claim benefit.

There is no time limit for claiming medical reimbursement. You can claim the whole 15000/- in one single reimbursement.
15000/- is the limit for one complete FY. So it does not matter, in how much bills, from how many employers it is claimed. So long, its within the monetary limits, you can claim the whole amount.
