service provider and service reviever both are company and activity is manpower what is the liabilty and please suggest if any notification on this

No RCM applicable only service provider company has to pay service tax to Govt.

in that case service provider will charge service tax same will be collected from service receiver. So RCM not applicable if services receiver and provider Private Limited Company. Liability to collect and pay on service provider.
