Resident Indian Assessee earned income from Malaysia and tax was deducted there. Is there any income tax relief in India, since there is no DITR relief is in existence.

Yes income tax relief in India can be availed while filing the return. If no DTAA exists between the 2 countries you may still be able to tax credit of foreign taxes paid.
