Laptop return after resignation-require noc from moef

I travelled to Canada with my companys laptop and resigned in canada. I sent back my laptop to my relatives in INdia through Fedex. It is stuck now in Bangalore airprt for NOC clearance from MOEF. I said to Fedex and MOEF that the laptop would be reused by my company and I did not buy in Canada or I am not sending that for personal use in India. I am returning my laptop to my ex-employer for re-use.
I do not know how to get NOC from MOEF. My calls do not reach them and my mails are not answered.

Please help how I can approach to this situation?

13 August 2015 Hi, Speak to DC Custom through your Clearing agent if they could allow you to provide a CE certificate to verify the goods being new / non harzadous etc. If you are a one time / first time importer this may help you or else a NOC from MoEF.

13 August 2015 The goods in respect of the subject Bill of Entry is import of which is restricted in terms of Hazardous Waste (Management) Rules 2008 and its import required a specific licenses as well as NOC from Ministry of Environment and Forest.

You need to check whether the item is mapped under the above said rule. Normally second hald or used goods and selected electronic items and selectede gases which harms the Ozone layer are restricted. gases like R-22 used in AC are restricted. Even if you import a AC filled with R-22, requires a licence from DGFT. DGFT seeks MOEF, Ozone Cell NOC prior to licence issuance. You can approach their office direclty and seek clarifications. MOEF Ozone Cell have their office at 2nd floor Indian Habitat Centre, Lodhi Road New Delhi.
