please let me know whether itr-4 has released from itd for ass year 15-16 or not.
what will be last date to file itr for a proprietorship firm for ass year 15-16

Not yet released the last date of filing is 31/08/2015.

ITR4 yet to be released. Due date for non Tax Audit cases has been extended from 31.07.2015 to 31.08.2015. As of now due date for Tax Audit cases is 30.09.2015 but the same is also expected to be extended.

UPDATE:
ITR3, ITR4, ITR5, ITR6, ITR7 has been notified by CBDT vide NOTIFICATION NO. 61/2015, Dated: July 29, 2015.
