Voluntary filing is not possible, but if there is refund can file after getting sanction
from commissioner u/s 119(2)(b). Please see CBDT CIRCULAR 9/2015 dt. 9-6-2015

return is normal and have to pay around 1500/- as tax. ITR is require to apply for loan.
