dear sir may client has done audit fy 15-16 but ay 16-17 under section 44ab but in this year fy 16-17 but ay 17-18 his turnover is only 4229225 whether he can file return under section 44ad. he can declare 8% of Rs 4229225 = 338338 - 300000 = 3834 he paid tax whether sir please suggest to me decision valid or not.

Yes he can opt for 44AD and declare 8% profit as proposed.

Whether any issue arises tds related where tds not deducted where return file 44 ad.

No issues on TDS if return filed under 44AD.
